The Downloads folder exists in the Dock of Mac OS by default, so unless it has been removed it will be there for all users to have quick access to by accessing the Dock at the bottom of the Mac screen. It will be located on the right side of the Dock near the Trash can.
In the case of the Downloads folder, this is located at the base level of your Home folder. Probably your Home folder can be found in the sidebar of a Finder window. You can also get there by pressing command-shift-h while you are in Finder.
Once you get to your Home folder, you should see the Downloads folder. Drag it to the right side of the Dock and drop it in there. This recreates the alias that was inadvertently destroyed. You will notice that the Downloads folder is still in your home folder.
